Michael Kelly, Director of START Group and a recently retired Battalion Chief, is the only emergency responder serving on the National Committee on Uniform Traffic Control Devices. Michael brings his 30 years of experience with the fire department to the Temporary Traffic Control subcommittee whose 50 members authored, and continue to revise Chapter 6I of the MUTCD "Control of Traffic Through Traffic Incident Management Areas."
